Medicaid in Maine: Expanded
Maine voters approved Medicaid expansion by referendum in November 2017. After a legal and political dispute, expansion took effect January 2019. It covers adults earning up to 138% FPL.

Maine's Medicaid expansion was delayed for over a year after the voter referendum as the then-governor declined to implement it. The courts ultimately ordered implementation, and more than 70,000 Mainers enrolled in the first year. Maine administers SNAP, TANF (called ASPIRE-TANF), and MaineCare (Medicaid) through the DHHS. Maine also provides General Assistance for acute needs through municipalities.
