About This Program

The Weatherization Assistance Program makes low-income homes more energy efficient at no cost to the occupant, reducing utility bills and improving comfort and health. WAP-funded contractors assess each home and install improvements tailored to its specific energy profile — common measures include attic and wall insulation, air sealing around windows and doors and in basements, heating and cooling system tune-ups or replacement, duct sealing, and installation of programmable thermostats and LED lighting. The average investment per household is $5,000-$7,500, and the typical household saves around $350 per year on energy costs — a meaningful reduction for families already struggling with utility bills. Some homes receive significantly larger investments when major systems need replacement. Health and safety work, such as carbon monoxide detector installation or addressing moisture problems, is performed as part of weatherization when needed. WAP serves both homeowners and renters, though renters need landlord permission for most improvements. Eligible households must have income at or below 200% of the federal poverty level. Priority is given to households with elderly members, children under 12, and people with disabilities, as well as households with very high energy burdens (the percentage of income spent on energy bills). Weatherization is administered through state energy offices and delivered through local community action agencies. To apply, contact your local community action agency or state WAP office.
