About This Program

HOME is the largest federal block grant dedicated exclusively to affordable housing. HUD provides HOME funds to state and local governments, which use them to build or rehabilitate affordable rental housing, help low-income families purchase homes, and provide short-term rental assistance. Because HOME is a block grant, the specific activities funded vary significantly from jurisdiction to jurisdiction. For renters, HOME-funded housing developments offer units with rents set below market rate — often at 30% of area median income or thereabouts. These developments are distinct from public housing (which the housing authority owns) and from Section 8 vouchers (which you bring to a private landlord). HOME-funded rental units are owned by nonprofits, community development corporations, or private developers who received HOME funds in exchange for affordability requirements. For homebuyers, HOME funds support down payment assistance grants, closing cost assistance, and subsidized mortgage programs in many cities and counties. These programs are usually administered by local housing agencies or community development departments and may be limited to first-time homebuyers or households below a certain income threshold.
