About This Program
The Inflation Reduction Act of 2022 created several programs specifically designed to bring solar energy to low-income households. Solar for All, administered by the EPA, provides grants to states, territories, and nonprofits to deploy rooftop and community solar projects serving low-income households — with the goal of ensuring that clean energy economic benefits reach communities that have historically been left out of the solar transition. Community solar programs — where households subscribe to a share of a larger off-site solar installation and receive bill credits — are available in many states and are often the most accessible path for renters and households who cannot install rooftop panels. Low-income subscribers in many community solar programs receive discounted subscription rates, resulting in immediate reductions on electricity bills with no installation required. The Weatherization Assistance Program (WAP) now includes solar installations in some states as part of comprehensive home energy improvements. The Low-Income Home Energy Assistance Program (LIHEAP) in some states also funds solar-related measures. Utility-specific programs vary significantly: some utilities have substantial low-income solar programs with free installation, while others have nothing. Availability, benefit amounts, and application processes vary enormously by state and utility.
