Florida has not expanded Medicaid under the ACA. Adults without dependent children are generally ineligible for Medicaid regardless of income. The coverage gap affects an estimated 800,000 Floridians.

Florida is the largest non-expansion state by population. Parents with dependent children can qualify for Medicaid only if income is below about 30-34% of the federal poverty level — one of the lowest thresholds in the country. The state processes SNAP applications through ACCESS Florida, an online portal and call center system. Florida also has among the lowest TANF benefit levels in the nation.
