How to Apply for Section 8 Housing

The Section 8 Housing Choice Voucher program helps low-income families, seniors, and people with disabilities afford private-market housing. Participants pay 30% of their adjusted income toward rent; the program pays the rest up to the fair market rent limit. Because demand far exceeds supply, waitlists are long in most areas — applying early and to multiple housing authorities is the most important step.

Processing time: Waitlist: 1-7+ years depending on location. Once voucher issued: 60-120 days to find housing

Documents You Will Need

Gather these before you start — having everything ready speeds up your application and reduces the chance of delays.

  • Photo ID for all adult household members (driver's license, state ID, or passport)
  • Social Security numbers for all household members
  • Birth certificates for all household members
  • Proof of income from all sources (pay stubs, benefit award letters, child support documentation)
  • Bank statements for the past 2-3 months
  • Proof of current address
  • Landlord reference letters if available
  • Documentation of any disabilities affecting housing needs (for priority or reasonable accommodation requests)

Step-by-Step Application Process

1

Find open waitlists in your area

Each local Public Housing Authority (PHA) maintains its own waitlist and opens it at different times. Visit hud.gov/find-a-PHA to find housing authorities near you. Check each authority's website for waitlist status — some open briefly and accept thousands of applications before closing again. HousingSearch.org can also help locate open waitlists.

2

Apply to multiple housing authorities simultaneously

There is no rule against applying to multiple PHAs at once. In fact, applying to your city PHA, county PHA, state housing authority, and any public housing developments with project-based waitlists simultaneously is the recommended strategy. This is especially important in high-cost areas with multi-year waits.

3

Complete the waitlist application

Applications ask about household size, income, and current housing situation. Homeless households, veterans, and households with disabilities may qualify for priority placement at some PHAs. Provide complete and accurate information — inaccuracies discovered during the intake process can disqualify you.

4

Maintain your position on the waitlist

Once on a waitlist, you must respond to any update requests from the PHA on time. Most PHAs send annual or periodic mailings asking you to confirm continued interest. Failure to respond results in removal from the waitlist. Keep your address and phone number current with every PHA where you are listed.

5

Attend the intake appointment when called

When your name reaches the top of the waitlist, the PHA will contact you for an eligibility interview. Bring all required documents. The PHA will verify income, identity, and household composition. Criminal background checks are run at this stage — certain convictions can affect eligibility depending on the PHA's policies.

6

Find a qualifying unit

Once issued a voucher, you typically have 60-120 days to find a qualifying unit. The unit must pass a Housing Quality Standards inspection, the landlord must agree to participate, and the rent must be within the program's Fair Market Rent limit. If you cannot find a unit in time, most PHAs allow one extension request.

Tips and Common Mistakes

  • Apply to every housing authority waitlist you can find in your region — there is no penalty for being on multiple lists.
  • Document all waitlist applications you submit and keep confirmation numbers or emails.
  • Some PHAs have project-based vouchers attached to specific buildings — these often have shorter waits than tenant-based vouchers.
  • If you have a disability, request a reasonable accommodation in writing (for example, a ground-floor unit or a unit near accessible transit) at the time of application.
  • Emergency Rental Assistance (ERAP) may be available in your area to help with current rent while you wait for long-term housing assistance.

After You Apply

After receiving a voucher, you must find housing within the search period (typically 60-120 days, with possible extensions). Once housed, your rent contribution is 30% of your adjusted monthly income. Report changes in income, household size, or address to your PHA promptly. Voucher recipients undergo annual recertification to verify continued eligibility.
