LIHEAP (Low Income Home Energy Assistance Program) helps low-income households pay for heating and cooling costs. Benefits are typically paid directly to your utility company. Find your local LIHEAP administrator
LIHEAP is administered locally through Community Action Agencies, nonprofit organizations, or county social services offices. Go to liheap.acf.hhs.gov/map to find the administrator in your county. Many areas also have a 2-1-1 hotline that can direct you to the local LIHEAP office.
Apply before the heating or cooling season starts
Most states begin accepting applications in October or November for heating assistance. Apply as early as the application period opens — funds run out in many states by January. Cooling assistance (for summer air conditioning) has separate application periods, typically starting in May or June.
Complete the application
Provide information about your household, income, and utility expenses. Some states allow online applications; others require in-person or mail-in submissions. Your local LIHEAP office can tell you which method is available and whether appointments are required.
Submit verification documents
Bring or submit your ID, income documentation, and utility bill with your application. Incomplete applications are set aside — gather all documents before submitting. If you are applying for heating oil or propane, you will also need the name of your fuel supplier.
Benefit is paid to your utility or fuel supplier
If approved, the LIHEAP benefit is applied directly to your utility account or paid to your fuel supplier — you do not receive a check. The payment will be credited to your account as a one-time or multi-payment benefit. You may receive a confirmation notice by mail.

- →Renters whose heat is included in their rent may still qualify for a benefit paid to their landlord — ask the LIHEAP office about how this is handled.
- →Apply for WAP (Weatherization Assistance Program) at the same time — it permanently reduces energy costs through home improvements and is administered by many of the same local agencies.
After You Apply
LIHEAP is a once-per-season benefit for most states — you cannot receive a second payment after the initial benefit is applied. If your circumstances worsen after receiving benefits (such as a major income drop), contact your local office to ask whether additional crisis assistance is available. Reapply each year when the new application period opens.
